Cartenz Peace Operation Task Force Transfers Two Murder and Shooting Suspects to the Jayawijaya District Prosecutor’s Office

Wamena – Investigators from the Law Enforcement Task Force (Satgas Gakkum) of the Cartenz Peace Operation 2026, in collaboration with the Pegunungan Bintang Regional Police, officially handed over two suspects, identified by the initials EK and RS, along with the case files and evidence (Stage II transfer), to the Public Prosecutor at the Jayawijaya District Prosecutor’s Office on Monday (July 6).

The Stage II transfer was carried out after the case dossiers of both suspects were declared complete (P-21) by the Wamena District Prosecutor’s Office.

Suspect EK is charged in connection with the murder of three motorcycle taxi (ojek) drivers in Mangabib Village, Oksebang District, Pegunungan Bintang Regency, on December 5, 2022, as recorded under Police Report Number LP/B/31/XII/2022/Papua/Res. Peg. Bintang, dated December 5, 2022.

Meanwhile, suspect RS is charged in connection with the shooting and assault of a Pegunungan Bintang Regency Civil Service Police Unit (Satpol PP) officer, Simon Petrus Sroyer, which occurred on September 19, 2023. The case is documented under Police Report Number LP/B/24/IX/2023/Papua/Res. Peg. Bintang, dated September 19, 2023.

The Head of the Cartenz Peace Operation, Inspector General of Police Dr. Faizal Ramadhani, S.Sos., S.I.K., M.H., stated that the transfer of both suspects demonstrates law enforcement authorities’ commitment to resolving criminal cases that threaten public security and order in Papua.

“The completion of the Stage II transfer reflects that the law enforcement process has been conducted professionally, transparently, and in accordance with the applicable legal procedures. We remain committed to ensuring justice for the public and holding every perpetrator accountable before the law,” said the Head of the Cartenz Peace Operation.

He added that completing the investigation and transferring the cases to the public prosecutor is part of the broader effort to provide legal certainty while maintaining security and stability throughout the Papua Highlands region.

For suspect EK, the case dossier was declared complete based on the Wamena District Prosecutor’s Office Letter Number B-78/R.1.16/EKU.2/06/2026, dated June 19, 2026. The suspect is charged under Article 459 of the Indonesian Criminal Code in conjunction with Article 20(c) concerning murder committed jointly, carrying penalties of death, life imprisonment, or imprisonment for up to 20 years. Alternatively, investigators also applied Article 458 paragraph (1) in conjunction with Article 20(c) regarding jointly committed murder, punishable by up to 15 years’ imprisonment, as well as Article 466 paragraph (3) in conjunction with Article 20(c) concerning jointly committed assault resulting in death, punishable by up to seven years’ imprisonment.

Meanwhile, suspect RS has been charged under Article 306 and Article 466 in conjunction with Article 20 of the Indonesian Criminal Code. The offenses carry a maximum penalty of 15 years’ imprisonment under Article 306 and seven years’ imprisonment under Article 466 paragraph (3) in conjunction with Article 20(c).

The Deputy Head of the Cartenz Peace Operation, Senior Commissioner of Police Adarma Sinaga, S.I.K., M.Hum., emphasized that the successful completion of the cases up to Stage II reflects strong coordination between investigators and prosecutors.

“Effective coordination and synergy between investigators and the prosecution have been essential in accelerating the completion of these cases. We hope the judicial process will continue smoothly until final and legally binding court decisions are reached,” he said.

During the Stage II transfer, investigators also handed over all evidence related to each case.

Evidence in the case against suspect EK included one 50-centimeter iron pipe, two Honda Verza motorcycles, two 5.56 mm spent cartridge cases, two rounds of 5.56 mm ammunition, and one flash drive.

Evidence in the case against suspect RS consisted of ten 5.56 mm spent cartridge cases, one white INK-brand motorcycle helmet, and one flash drive.

The Stage II transfer was led by IPTU Jaya Bida Kedeng, S.H., Head of the Criminal Investigation Unit of the Pegunungan Bintang Regional Police, together with personnel from the Cartenz Peace Operation Law Enforcement Task Force and investigators from the Pegunungan Bintang Regional Police.

Prior to the transfer, both suspects were escorted from the Sentani Kota Police Detention Center to Sentani Airport and flown to Wamena. Upon arrival, they were officially handed over to the Public Prosecutor at the Jayawijaya District Prosecutor’s Office, together with all evidence related to their respective cases.

With the completion of the Stage II transfer, responsibility for the prosecution of both cases has formally shifted to the Jayawijaya District Prosecutor’s Office. The two suspects will remain in prosecutorial detention for 20 days under the authority of the Public Prosecutor before standing trial at the Jayawijaya District Court.
