Manokwari – The West Papua Provincial Parliament (DPRP PB) has begun discussions on the Draft Regional Revenue and Expenditure Budget (RAPBD) for the year 2026.
The discussion on the draft regional regulation concerning the West Papua APBD started after Governor Drs. Dominggus Mandacan, M.Si delivered his Financial Note during a plenary session of DPRP for the third session of 2025, held at the Aston Niu Ballroom, Manokwari, on Friday (12/12/2025).
The plenary meeting was led by Deputy Chairman II of DPRP, Syamsudin Seknun, S.Sos., S.H., M.H., accompanied by Council Chairman Orgenes Wonggor, S.IP, and Deputy Chairman I Petrus Makbon, S.H. The session was attended by Governor Mandacan and Deputy Governor Mohammad Lakotani, S.H., M.Si.
In his speech, Governor Mandacan provided a brief overview of the revenue for 2026, estimated at Rp4,408,376,924,864. The Local Revenue (PAD) is projected to reach Rp645,363,295,864, consisting of local taxes of Rp174,962,990,743 and local retributions of Rp26,368,051,266.
Additionally, revenue from the management of separated regional assets is estimated at Rp402,003,100,204, other legitimate income at Rp42,029,153,651, and central government transfers amounting to Rp3,762,205,868,000, which includes balancing funds of Rp3,359,840,307,000, Special Autonomy and DTI funds of Rp402,365,561,000, and other legitimate income of Rp807,761,000.
Meanwhile, the planned regional expenditure totals Rp4,468,376,924,864, broken down into operational expenses of Rp2,094,861,260,893.72, capital expenditure of Rp455,048,152,672.28, and transfer expenses of Rp1,878,467,511,298.
For financing, Rp60,000,000,000 has been allocated, derived from the previous year’s surplus (SILPA). There are no regional financing expenditures this year; in other words, a zero amount.
After delivering the financial note, the Governor handed over the draft APBD 2026 document to the DPRP leadership for further discussion.
“Today, the West Papua Provincial Government has submitted the draft document of the 2026 main RAPBD to the Council. We hope that the joint hearings with relevant OPDs and commissions can run smoothly. Hopefully, the 2026 APBD can be approved without delay so that the DIPA can be distributed to OPDs more quickly,” he said.
Subsequently, the plenary session was adjourned to give time for DPRP commissions to hold hearings with related OPDs to discuss the budget documents.
