Apner Krei The Humanistic Approach of Task Force Operation Peace Cartenz Represents a New Face of Security in Papua

Jayapura, October 17, 2025 — Academic from Cenderawasih University (Uncen) Papua, Apner Krei, S.Sos., M.Si., stated that the presence of the Task Force Operation Peace Cartenz has introduced a new perspective in maintaining law enforcement and security in Papua. According to him, the Task Force is not only focused on security operations but also emphasizes humanitarian values, dialogue, and inclusive social development.

In his statement in Jayapura, Friday (October 17), Apner explained that the new paradigm applied by the Task Force Operation Peace Cartenz reflects the state’s effort to build mutual trust between law enforcement agencies and local communities.

“The Task Force Operation Peace Cartenz represents the state’s effort to be more adaptive and empathetic toward the social realities and cultural values of the Papuan people,” he said.

Apner further emphasized that peace and security in Papua should not merely be understood as the absence of conflict. True security, he said, can only exist when justice, equal access to public services, education, and welfare are felt by all communities.

As an academic deeply concerned with Papua’s social dynamics, Apner highlighted the importance of aligning humanistic approaches with ongoing development.

“People will only feel secure when the state is present not just through security forces, but also through fair public services and equitable development,” he added.

He also called on all stakeholders — including local governments, traditional institutions, churches, and youth organizations — to become strategic partners of the Task Force Operation Peace Cartenz in maintaining peace and order in Papua. Such collaboration, he noted, is crucial to ensure that every law enforcement effort continues to uphold human rights and the dignity of indigenous Papuans.

“Security in Papua should not be measured merely by the absence of conflict, but by the presence of peace, justice, and public trust in the state,” Apner stressed.

In closing, Apner expressed optimism that the synergy between security operations and humanitarian approaches will pave the way for a more peaceful, just, and dignified Papua.

“We hope that the presence of the Task Force Operation Peace Cartenz will not only provide a sense of safety but also strengthen public trust in the government,” he concluded.
