Biak Numfor Manpower Office Allocates Rp600 Million in Special Autonomy Funds to Improve Local Workforce Skills

Biak, Papua — The Biak Numfor Manpower Office (Disnaker) has allocated Rp600 million from the Papua Special Autonomy (Otsus) Fund for the 2025 fiscal year to support various programs aimed at improving human resource capacity in the employment sector, particularly for Indigenous Papuans (OAP).

Head of the Biak Numfor Manpower Office, Djoni Domeng, stated that the funding is focused on employment education and socialization programs, intended to equip OAP job seekers with practical skills that align with current labor market demands.

“Through this Otsus funding, we are providing greater opportunities for young Papuans to gain technical training so they can be more competitive in the workforce,” said Djoni in Biak, Wednesday (October 15, 2025).

As part of the initiative, the Manpower Office collaborates with the Small and Medium Enterprises Vocational Training Center (LLK UKM) to deliver a variety of vocational programs. The training courses cover areas such as computer technology, electrical work, mechanics, automotive repair, carpentry, sewing, and welding.

In addition, LLK UKM Biak has received an additional Rp1 billion in Otsus funding to strengthen its facilities and improve the quality of vocational training programs.

Djoni emphasized that the capacity-building efforts are expected to reduce unemployment rates and promote economic self-reliance among Indigenous Papuans in Biak Numfor Regency.

“We hope every participant who completes the training will either be able to start their own business or secure decent employment,” he added.

According to regional government data, as of October 2025, Biak Numfor Regency has received Rp137.3 billion from a total Rp183.1 billion allocation of Papua’s Special Autonomy funds.

Through careful and targeted fund management, the Biak Numfor Manpower Office reaffirms its commitment to making Otsus-funded vocational programs a concrete step toward empowering Papuan workers and improving the welfare of local communities.
