Indigenous Papuan Fishermen in Jayapura Need Support to Improve Capacity and Welfare

The need for qualified human resources among indigenous Papuan (OAP) fishermen along the coastal areas of Jayapura City has become increasingly urgent. The government is encouraged to implement continuous outreach and assistance programs so that traditional fishermen can fully harness the rich marine potential for their prosperity.

Religious activist of the Jayapura Diocese, Elias Awekidabi Gobay, emphasized that government intervention should not be limited to equipment distribution but must also include training and capacity-building initiatives.

“Outreach should not stop at counseling. It must involve knowledge transfer, skills in processing the catch, and fisheries business management. If fishermen are only given tools without human resource development, the results will not last. Indigenous fishermen need serious mentoring,” he said.

A fisherwoman from Enggros-Tobati, met at Yotefa Market, shared her experience of receiving a boat and nets from the government but struggling with their management.

“We didn’t know where to start. Over time, the equipment was damaged, and we went back to our old ways. We need training so we can process fish and sell them at better prices,” she explained.

Meanwhile, Eduard Numberi, a local villager with fishing expertise, admitted that he still lacks basic equipment such as a boat and nets.

“I know how to fish, but without tools, what can I use? The government must provide facilities along with training so that we can stand on our own,” he said.

The Tabi customary community also hopes that the Jayapura City Government will soon implement an integrated program focusing on empowering indigenous fishermen. The goal is for OAP fishermen not only to catch fish but also to process marine products, increase household income, and preserve the sustainability of coastal ecosystems.

“Human resource development for indigenous fishermen is the key. With proper training, mentoring, and adequate facilities, OAP fishermen can become self-reliant and prosperous in their own land,” Elias Gobay concluded.
