The Central Papua Provincial Government has received a national award for its commitment to advancing education and digital governance transformation. The 2025 Public Service Award was presented directly by the Coordinating Minister for Human Development and Cultural Affairs, Pratikno, in late August.
A flagship policy that garnered appreciation is the program providing free education for all senior high school (SMA) and vocational high school (SMK) students in the region. This initiative alleviates the financial burden for 24,481 students, comprising 14,446 SMA and 9,036 SMK students spread across eight regencies.
“This tuition-free policy is implemented across 124 schools, including for 1,000 students in boarding schools, with a priority on areas vulnerable to conflict,” explained Central Papua Vice Governor, Deinas Geley, in an official statement.
Beyond free education, the provincial government has also pioneered a Full Day School initiative, which has been introduced in several pilot schools across each regency, such as in Mimika, Nabire, Paniai, Puncak, Puncak Jaya, and Intan Jaya.
In another sector, Central Papua has demonstrated significant progress in digitizing the performance management of its Civil Servants (ASN). The government is pushing for the optimized use of an e-performance application across all Regional Civil Service Agencies (BKD).
According to Ukkas, an Expert Staff to the Governor, this application allows for more efficient planning and assessment of employee performance targets (SKP). “Administrative processes like promotions and employee separations can now be executed faster as they are integrated directly with the central ASN information system, eliminating the need for manual document uploads,” he stated.
This digital transformation policy for civil servants aligns with regulations issued by the Ministry of Administrative and Bureaucratic Reform (PANRB) concerning state civil apparatus performance management.
