KPU RI Affirms PSU Voters in Papua Limited to 2024 Pilkada Voter List

Biak Numfor, August 6, 2025 — The General Elections Commission of the Republic of Indonesia (KPU RI) has reaffirmed that the re-voting (Pemungutan Suara Ulang or PSU) for the Papua regional election strictly adheres to the Final Voter List (DPT) used during the simultaneous regional elections held on November 27, 2024.
This confirmation was conveyed by KPU RI Commissioner Idham Holik during a logistics inspection in Biak Numfor Regency, Papua. He stated that the policy aligns with the ruling of the Constitutional Court (MK), which mandates that PSU must be conducted without any changes to the existing voter data.

“The entire re-voting process must use the same DPT as the previous Pilkada. No new voters or voter relocations are allowed,” said Idham.
When is the PSU held? The re-vote takes place today, August 6, 2025, across eight regencies and one city in Papua Province. This PSU is being conducted as a follow-up to the MK’s decision regarding disputes in the 2024 Papua Pilkada results.
Where is the PSU held? The re-voting is conducted in all areas covered by the dispute ruling, including Biak Numfor Regency, which is one of the regions with a significant number of eligible voters.

Who is eligible to vote? Only those listed in the 2024 Pilkada Final Voter List may cast their ballots. According to KPU Biak Numfor, the total number of registered voters remains at 100,874, distributed across 345 polling stations (TPS) in 19 districts and 268 villages/sub-districts.

The use of the same DPT is based on the Constitutional Court’s legal provisions to ensure voter data consistency and prevent further disputes resulting from any alterations to the voter list.

This is because the PSU is not a new election, but rather a repetition of a previous vote. As such, all technical components—including the voter list—must remain unchanged from the November 2024 election.

KPU has also ensured that all election logistics, such as ballot papers and ballot boxes, were delivered to designated locations no later than one day before the vote (H-1). The distribution was carried out in stages, with security provided by both the Indonesian National Armed Forces (TNI) and the National Police (Polri) to guarantee the process runs smoothly and securely.

Papua KPU Chair Steve Dumbon reiterated that the PSU is proceeding in accordance with established procedures and electoral laws. He also called on the public to participate actively and help maintain a peaceful and orderly election process.
