Papua’s Puncak Regency Sends 66 Students Abroad Through Smart Papua Scholarship Program

Jayapura, Indonesia – The Puncak Regency Government in Central Papua Province has taken a bold step in human capital development by launching the Smart Papua Scholarship 2025 program, sending 66 outstanding local students to pursue higher education abroad. This initiative marks a significant expansion of the region’s educational investment, following last June’s successful dispatch of 123 students to Java through a partnership with the Binterbusih Foundation.

The new international scholarship program was formalized through a cooperation agreement signed on Friday (18/7/2025) between Puncak Regent Elvis Tabuni, SE, MM, and Samuel Tabuni, M.Si, MAJed, founder of the Maga Papua Education Foundation. The signing ceremony in Jayapura was attended by Acting Regional Secretary Nenu Tabuni, S.Sos, and Puncak Military District Commander Lt. Col. Inf. Himawan Ady S., S.IP.

Regent Tabuni emphasized that the program aligns with his administration’s vision to create “a just, independent, peaceful, and prosperous Puncak” through education. “The Smart Papua Scholarship is our strategic investment to overcome development challenges. We’re giving our youth world-class opportunities to eventually return and transform our homeland,” he stated.

The selection process, administered by the Maga Papua Education Foundation, included rigorous medical checks, academic testing, English proficiency exams, and leadership potential interviews. Only 66 candidates from 254 applicants met the stringent criteria.

“These scholars represent Puncak’s future,” Tabuni told the departing students. “We expect you to excel academically, uphold our cultural values, and ultimately contribute your knowledge to Papua’s development.” He also called on parents and communities to support the scholars’ overseas journey as “a long-term investment in Puncak’s prosperity.”

The 2025-2030 partnership covers comprehensive support including:

  • Selection for undergraduate (including Papua International University), master’s and PhD programs abroad
  • Full funding of tuition, living costs, housing, airfare, and visa fees
  • Pre-departure language training and standardized test preparation (TOEFL/IELTS)
  • Ongoing academic monitoring and character development programs

This initiative underscores Puncak’s commitment under Regent Tabuni and Vice Regent Naftali Akawal to cultivate globally competitive talent while addressing regional development disparities in Indonesia’s easternmost province.
