Jayapura – The Papua Provincial Government has officially launched the Online Fund Disbursement Order (SP2D Online) application as part of its digital transformation in regional financial management.
Acting Governor of Papua, Agus Fatoni, stated that the launch of SP2D Online is a concrete commitment to realizing efficient and transparent financial governance.
“Today’s event is a historic moment, a very good momentum that reflects our shared commitment to establishing more effective, efficient, transparent, and accountable financial governance,” said Fatoni in a written statement on Thursday (July 17, 2025).
He noted that the launch follows a Memorandum of Understanding between the Secretary General of the Ministry of Home Affairs and ASBANDA, as well as a cooperation agreement between the Director General of Regional Finance at the Ministry of Home Affairs and all Managing Directors of Regional Development Banks (BPD) across Indonesia.
Papua is one of the first regions in Indonesia to successfully implement SP2D Online. This achievement results from the collaboration of all elements within the Papua Provincial Government, supported technically by Bank Papua.
Through SP2D Online, the government hopes to establish a corruption-free administration. Several benefits come with the implementation of the system:
These include accelerating the disbursement of funds digitally and in real time, minimizing administrative errors and payment delays, and enhancing transparency and accountability in every stage of financial management.
Moreover, it supports data-driven policy making and strengthens financial monitoring and evaluation systems.
Equally important, Fatoni highlighted, the system can be accessed by central government ministries/agencies such as the Ministry of Home Affairs and the Ministry of Finance as part of public information disclosure and vertical accountability.
“I hope that the regencies and cities in Papua Province can also implement initiatives like this and adopt the SP2D Online system sooner than expected,” he said.
He also urged Bank Papua to continue encouraging the adoption of the system by all provinces and regencies/cities across Papua.
“We can be an example; we can also do our best to serve as a model and reference for regional governance in other areas,” he concluded.
