Merauke, South Papua – A bold vision to establish sugarcane-based satellite cities in the southern region of Papua has been reignited by former two-term Merauke Regent, Drs. Johanes Gluba Gebze (JGG). The initiative aims to spur equitable regional development by leveraging the local sugarcane industry and incorporating indigenous wisdom.
“We aim to develop satellite cities centered on the sugarcane industry,” said JGG during a public dialogue with customary landowners at the Ngguti Bob multipurpose hall in Tanah Miring District on Sunday, June 22, 2025.
JGG emphasized that such satellite cities must be supported by well-planned infrastructure. The goal is to shift growth from urban centers back to rural areas, reducing urban migration and promoting local prosperity.
“Why build satellite cities? Because people are migrating from villages to the city and becoming scavengers. It’s not their fault. It’s the government’s failure to bring urban development to the villages,” he explained.
He stressed the importance of involving local communities—particularly customary landowners—in every stage of investment and development. According to him, the presence of sugarcane companies must directly benefit local residents.
“Companies must engage with communities, especially those holding customary rights. Their presence must result in real, positive impacts,” he urged.
On the issue of land rights, JGG reaffirmed that all land targeted for investment in Merauke Regency falls under the customary ownership of the Marind people. He called for full transparency in land negotiations and honest communication among all stakeholders.
“Any investment touches on land, and here in Merauke, the land belongs to the Marind people. If there are disputes, talk directly to the Marind. There must be open, ongoing dialogue grounded in mutual honesty,” he stated.
This sugarcane-based satellite city initiative stands as a strategic step to build a resilient local economy in South Papua—one rooted in indigenous rights, cultural values, and sustainable, inclusive development.
