Biak Numfor Regency Boosts Tax and Levy Collection to Reach IDR 44 Billion PAD Target in 2025

Biak, Papua (ANTARA) – The Biak Numfor Regency Government is intensifying efforts to optimize revenue from regional taxes and levies, aiming to achieve a target of IDR 44 billion in Local Own-Source Revenue (PAD) by 2025.

Head of the Regional Revenue Agency (Bapenda) of Biak Numfor, George Krey, stated that as of the first half of 2025, the local government has been actively raising taxpayer awareness and promoting tax regulation compliance.

“All PAD revenues will be reinvested into regional development programs for the benefit of the community,” George said in Biak on Saturday (June 21).

He explained that PAD optimization is being pursued through strategic measures such as improved taxpayer data collection, law enforcement, and the development of a digital-based taxation system. The local government is also working on regulatory harmonization and leveraging information and communication technology (ICT) to enhance efficiency.

“The Biak Numfor Government is committed to building a fair, transparent, and accountable local tax and levy system. This is in line with the implementation of Law No. 1 of 2021 concerning the financial relationship between the central and regional governments,” he added.

Meanwhile, Head of the Biak Numfor Transportation Department, Simon Rumaropen, noted that the department contributes to PAD through parking fees and ferry terminal entrance levies at Mokmer Port.

“The Transportation Department continues to improve its levy collection performance as part of efforts to support the 2025 PAD target,” he said.

From a total of ten regional tax types—including Property Tax (PBB), vehicle tax sharing (opsen), and street lighting tax—Bapenda has collected over IDR 8 billion by the second quarter of 2025.

The local government remains optimistic that the IDR 44 billion target will be met, supported by widespread public education and the adoption of digital payment systems.
