Raja Ampat Prepares Free Education Policy, Ministry of Law Assists in Drafting Regulations

Manokwari, April 30, 2025 — The Raja Ampat Regency Government is finalizing regulations for its free education program covering elementary and secondary school levels. This effort is being facilitated by the Papua Barat Regional Office of the Ministry of Law and Human Rights (Kemenkumham) through a Harmonization, Finalization, and Conceptualization Meeting for the Draft Regent Regulation on Standard Operating Procedures for Free Education Implementation. The meeting was held virtually from the Papua Barat Kemenkumham Regional Office meeting room on Wednesday (4/30).

The session was opened by the Head of the Division of Legislation and Legal Development (P3H), Muhayan, who emphasized the office’s commitment to supporting local governments in creating high-quality regulations. He also encouraged the use of the E-Harmonization application as a tool for facilitating regulation drafting.

Participants included representatives from the Legal Bureau of West Papua Province, the Raja Ampat Education and Culture Office, and the Legal Section of the Raja Ampat Regional Secretariat. In his remarks, Stenly Sauyai, Secretary of the Education Office, stressed that this regulation is a crucial legal foundation for carrying out the free education program, a top priority of the newly elected regent.

The meeting continued with a detailed article-by-article discussion led by Hamid Badilah, an Expert Junior Legislative Drafter. The discussion focused on proper drafting techniques, program financing components, and the scope of local government authority in implementation.

Papua Barat Kemenkumham Regional Head Piet Bukorsyom, speaking via phone, expressed his hopes: “We aim for this regulation to not only meet legal standards but also reflect community aspirations and support equal access to education across Raja Ampat,” he said.

With this regulation in place, Raja Ampat Regency is expected to guarantee that all school-aged children in the region can access education without financial barriers — a strategic step toward improving the quality of local human resources in the years to come.
