An Alternative Perspective on Special Allocation Fund Communication in West Papua: Raising Public Awareness on the Importance of Proactive Financial Management

Manokwari, West Papua (ANTARA) – In a step that demonstrates the seriousness of government institutions, the Office of the State Treasury Service (KPPN) Manokwari is monitoring the movement of the Special Allocation Fund (DAK) for physical projects in the first phase of 2025. Amid the challenges faced, six local governments in West Papua, including the West Papua Provincial Government and several districts, have been reminded of the approaching deadline for fund disbursement.

Agus Hartono, the Head of the Banking Section at KPPN Manokwari, is a key figure in this effort, emphasizing that there have been no disbursement requests from the local governments so far. This presents an opportunity for the public to question and encourage local governments to act more swiftly and proactively in submitting their applications. “If no applications are made before the specified deadline (July 22, 2025), then the funds will be halted,” Agus stated, highlighting the importance of collaboration between KPPN and local governments.

Effective budget management is a shared responsibility, and KPPN plans to hold coordination meetings with each local government through the Regional Financial and Asset Management Agency (BPKAD) and the inspectorate. This initiative aims not only to ensure smooth procurement of goods and services but also to encourage decision-making bodies in the regions to better understand the impact of delays in fund applications.

Agus also noted potential obstacles arising from the ongoing transition of regional leaders and budget efficiency policies in accordance with Presidential Instruction No. 1 of 2025. This situation creates challenges for local governments in balancing efficiency with urgent project needs.

The importance of utilizing the OMPSPAN TKD application for document submission is a key highlight, as it will facilitate the verification process by KPPN before the DAK funds are disbursed. This underscores the necessity for technological innovations in more effective local financial management.

Agus further elaborated on the total allocation of physical DAK for 2025 for each local government, reflecting the central government’s commitment to the development of West Papua. However, it is essential to push for earlier disbursement compared to previous years, especially since there has been no disbursement at all this year.

The public is expected to play an active role, not only as beneficiaries but also as monitors and advocates for transparency in the utilization of funds. Public involvement in supporting timely and effective applications can be key to ensuring that regional development proceeds as planned and brings real benefits to the community.

Now is the time for all parties to unite and collaborate, overcoming existing challenges for a more advanced and competitive West Papua.
