Chief of Police: 24 Armed Criminal Group Networks Still Active in Papua, 203 Actions Throughout 2024

Jakarta– Chief of Police General Listyo Sigit Prabowo revealed that to date, there are 24 Armed Criminal Group (KKB) networks that are still actively carrying out terror acts in Papua.

In a year-end press conference at the National Police Headquarters, South Jakarta, Tuesday (31/12), the Chief of Police explained that these networks had carried out 203 actions that disrupted public security and order (Kamtibmas) throughout 2024.

“There are 24 KKB networks that are actively carrying out 203 acts of disturbance resulting in 92 victims,” said General Listyo.

In addition, the Chief of Police also highlighted the existence of six Political Criminal Group (KKP) networks in Papua. KKP is said to be active in various activities, such as demonstrations, free speech, gathering figures, and propaganda by raising issues of marginalization and discrimination as part of their agenda.

In facing this situation, the National Police have taken strategic steps through a dual approach, namely a soft approach and a hard approach. The soft approach is realized through the Rastra Samara Kasih Cartenz 2024 Operation, which places Binmas Noken as the spearhead in improving community welfare, improving the quality of education and health, and building inclusive social communication with the aim of “To win the hearts and minds of the people of Papua.”

On the other hand, the Cartenz Peace Operation was launched as a form of hard approach. This operation focuses on law enforcement against actions carried out by the KKB, KKP, and their networks. This operation is strengthened by intelligence and public relations support as part of maintaining national security.

“We will continue to uphold the commitment that the State must not lose to parties who want to disrupt the integrity of the Republic of Indonesia,” said the Chief of Police.

Furthermore, the Chief of Police said that the expansion of the Papua and West Papua Regional Police into six Regional Police is a strategic step to strengthen the capacity of regional units in facing challenges in Papua.

With these various efforts, the National Police affirms its commitment to maintaining the security and integrity of the Papua region within the framework of the Unitary State of the Republic of Indonesia (NKRI).
